INTRODUCTION

 

From news media we are aware that many Americans lost their jobs after the passing of China trade bill. We have noticed that Chinese products are filling the American markets. Many American companies sent their products to China instead of having them made in America because cheap labor force is provided by Chinese government. As a result, many American workers are laid off.

 

As an American citizen, you are unhappy with the situation. You decide to research policies regarding trading with China. You want to know the China trade bill and “PNTR”. You also want to find out China' human rights record labor unions and international trading policies. Finally, you will come up with a concrete plan to present to the U.S. government to resolve the problems of U.S. job market. You have seen jobs lost in America because Chinese products undersell American. The labor costs for the Chinese are lower and, thus many American Companies, workers and families have suffered.

 

The Congress of the United States is looking into this matter. You have been assigned to the Senate Committee on International Trade. It is your job to suggest a Public Policy that can find a reasonable solution to the problem of loss of American jobs. Remember, you do not want to anger the Chinese because they are part of the new Globalization and America vitally needs the Chinese as a political and economic ally. Yet you want to save the livelihoods of your fellow citizens.  You will present your findings to the Senate Committee in a few weeks

Task:

 

You will research policies regarding trading with China. You will analyze and identify the relations for the declining job market in U.S. and PNTR. You should come up with a 3-PAGE REPORT which includes a concrete plan to resolve the problem of a declining American job market. You need to use internet and library resources to write your plan.  In your report you must include a cover sheet, an introduction, a body, a conclusion and a bibliography.

 

You will have to create a POWER POINT presentation according to your plan. You will need to use the 6-steps public policy approach and complete the worksheets for each step. You will have to use the STEPS IN TIPS PUBLIC POLICY ANANLYST for your power point presentation and your report.

 

You will have an opportunity to present your findings to the Senate Committee (the class) in a 5-minute oral presentation. So go to it!!!  Be prepared…Be persuasive and be ready to defend your opinions!

Conclusion

 

By researching and analyzing the Chinese Trade Bill and PNTR, you got a better understanding of the government trading policies towards China. You realized how important the trade with China trade is for the American commerce, but at the same time it has a negative impact in the American citizen’s economy causing the loss of American jobs. Although cheap labor force is a major threat to current American job market, its need for high technology and advanced business infrastructure will create tremendous job opportunities for Americans. Your trading policies with China should stress the importance of maximizing the benefits of American citizens without neglecting the relation between China and America.
