Introduction 

Child labor was prevalent in Great Britain during the late 18th century, when children sometimes worked up to 16 hours a day. Conditions were often dangerous—especially for those who worked in mines—and the children usually received little formal education.

 

“The report described the children as ‘Chained, belted, harnessed like dogs…black, saturated with wet, and more than half-naked, crawling upon their hands and knees, and dragging their heavy loads behind them’” (Yancey 34). This quote is from Ivor Brown.

 

With displaced working classes taking control of families that would not be able to support themselves if the children weren’t employed, children as young as five years old were working more than 12 hours shifts making about 2 to 3 shillings per week.  It will be your job to act as a consultant to Congress. A congressional committee is presently looking into child labor conditions throughout the under-developed world.  As “outsourcing becomes widespread, working conditions in many areas mirror the conditions seen in England in the nineteenth century.  It will be your job to carefully evaluate the child labor injustices of the past and make recommendations for future legislation. You work is critical. It can affect millions all over the world today who work under the same conditions. You have the chance, as a Public Policy Analyst to create positive change.

Task 

You and others that are in the Congress have been asked by the government to help these poor children.  You are responsible to come up with bills that will protect children from being abused by many employers. 

 

Your first task is to complete the five step Global History Public Policy Analysis, which is outlined in the Process section below this one.  This five step process, which also has five separate worksheets, must be completed in a three student group.  These worksheets will be distributed to Congress and the President.

Your second task is, in a group of three students, to make a power point presentation to the rest of Congress, detailing Child Labor in Great Britain.  This presentation must include appropriate maps and pictures, and must detail the problem and possible solutions.  Each of the five steps in the Global History Public Policy Analysis (worksheets #1-#5) must be discussed in at least one slide.  This presentation will be presented to the rest of the class. Focus on worksheet # 5. Make concrete recommendation to Congress to improve the conditions of children throughout the world.

Your third task is to write a two paragraph summary informing me of the work each group member did for the first two tasks.  Each group member must sign this summary. 

Make sure all of the information you research on the internet is confirmed in the textbook or other printed reference materials.

 

 

Process 

 

Step 1-You will use the worksheets described in the GHPPA website to record your research concerning child labor law in Great Britain. These worksheets can be found using the links below and are to be used to complete your project.

 

Use the following guidelines to prepare your project:

v    gather your information from the websites, your textbooks, class notes and handouts

You will use the information on these worksheets as resource material for completing your task

 

Step 2-Your Power Point presentation should include:

l      Begin with a “front page” slide containing a heading of your topic, the names of your group members, and a picture related to the topic

l      Types of labor children had performed at this time

l      Include pictures-photos, cartoons that illustrate child labor

l      Slides showing the effects of child labor

l      End with a final slide containing a bibliography of the sources you used. This will be your presentation.

 

 

3. Child labor laws- Be sure to have a discussion of the Child labor laws in part IV and Part  V of the PPA. These policies are critical in evaluating the conditions that existed in the nineteenth century’s era of industrialization.
