RACIAL PROFILING AT U.S. BORDERS

 

 

 

 

INTRODUCTION

 

        We will examine the existing and proposed public policies of racial profiling associated with air travel at American ports of entry.

 

You are arriving at Kennedy Airport on an international flight that originated in Karachi and made stops in Dubai and Kuwait.  As you deplane and enter the terminal toward the immigration area, signage indicates that if you are a male citizen of certain countries you will be fingerprinted as part of the immigration process.  You are surprised and alarmed; your spouse advises you to say nothing openly, but to follow the directions.  You proceed to the counter, show your passport documentation, and are questioned extensively about your reasons for entering the United States, and then you are fingerprinted.

This scenario involves current and proposed public policies in this country, that of targeting male individuals from specific Middle Eastern countries believed to represent terror threats to the U.S.

You are members of a committee established by the American Civil Liberties Union (ACLU) to investigate this practice, evaluate its legality and constitutionality, and recommend a policy, which would be more effective.

 

 

TASK

 

You will work in a group to research and examine policies on the treatment of immigrants from certain Middle Eastern countries that are suspected of supporting terrorism. 

You will explore whether these most recent proposed policies of racial profiling are appropriate, valid, and legal, based upon real and perceived terrorist threats to the United States. You and your group will develop and present a report based upon your research.  Your report will examine the extent of the problem currently facing male immigrants from specific Middle Eastern countries as they enter the United States. 

Your group will evaluate the current policy and proposed policies, utilizing the Public Policy Analyst, and propose new policy, which would permit the U.S. government to accomplish its terror prevention objects while not violating or compromising the individual rights of citizens from specific countries.

You will have to steps 4—6  of the Public Policy Analyst.

 

Guidelines for evaluating your report

         

Your three page typed report must be based on the

Public Policy Analyst format.

You may include graphics in addition to the 3 typed pages.

You must use paragraphs and follow the conventions of

standard written English.

A cover sheet with your name, class, date, and title of your

report is necessary.

 

 

PROCESS

 

Your groups will use internet sites below, books, textbooks, periodicals, and surveys to gather information.

The class will work in groups of four students.  Every group will use and complete parts 4—6 of the Public Policy Analyst.  In addition, each group will complete an individual group report, which is detailed below.

 

Groups 1 and 2: Your group will attempt to define racial profiling, specifically as it applies to travelers arriving at U.S. border locations.

Group 3: Your group will research U.S. Immigration Department regulations regarding treatment of arriving passengers from overseas.

Group 4:  Your group will research recent changes to the U.S. immigration policy of differing treatment of passengers arriving from specific Middle Eastern countries.

Groups 5 and 6: Your group will explore responses to the current policy of profiling, registration, and fingerprinting.  

 

All groups: Your groups will complete worksheets 4—6  in the six-part Public Policy Analyst.

CONCLUSION

 

Once you have completed your project, each of you will have a greater understanding of how racial profiling impacts recent immigration decisions and practice. You will have an understanding of how such knowledge is only the first step in seeking a solution and developing a policy that balances need and fairness to the issue of maintaining secure borders.  Any solution needs to involve the interaction of governmental agencies and the public.  You have participated in the completion of this

process.

You should have learned from this Web Quest that constitutionality and proper public policy are impacted by the social problem of racially profiling certain segments of the population.

 

In a future Web Quest we may explore the social problem of the condition of migrant workers in the Greater New York region.
