Introduction

In the wake of the 9/11/2001 terrorist attack that destroyed the World Trade Center and hit at the heart of New York City, the issue of safety and security within our own borders became a focal point for government officials and citizens alike, especially hear in New York. There is a fear caused by both the traditional forms of terrorism (suicide bombers, hijacked planes) and biological and chemical terrorism Attacks on nuclear power plants and the release of deadly diseases into the atmosphere, e.g. anthrax and smallpox). Biological weapons have been used in history before. For example, in WWI, mustard gas was used, in the Vietnam War Agent Orange was used, and chemical warfare has been used in the Middle East in the 1980s and the 1990s.   All forms of terrorism are being addressed by all levels of government, especially the new Department of Homelands Security.  You are a consultant to the new Department of Homeland Security. Your job will be to advise the director of this new department on a public policy regarding the identification of terrorist cells and preventing bioterrorism. You will also be responsible for helping the government protect the people, especially here in New York City.

 

Task

 As a group you will create a presentation that addresses the problem of adequate security to prevent terrorism in New York City.  Each group will give an oral presentation and a two page typed report. Using the six step Public Policy analyst, you will define and describe the problems, gather the evidence on bioterrorism, identify the cause of this problem, and evaluate existing public policy.

 

 

 

Process

Your project will consist of two parts; an oral presentation and a 2 page written report.

For the oral report each person in the group will answer and present one of the following questions:

1.Define and describe the problem of terrorism and                                       bioterrorism.

2.Why is bioterrorism considered a problem for New York

  City and State?

3.What is the existing public policy on terrorism and

  bioterrorism? (include information on the following:

  protecting the reservoirs, nuclear power plants, New York

 City infrastructure, the ability of hospitals and doctors to

handle mass casualties in case of an attack)

4.What public policy solution would you implement?

  (You should develop at least 3 solutions)

5.The 5th person will report on the public policy solution

  chosen by the group to be the best.

For the written report, each of you will write a 2-3 page paper on the problem and solutions to the threat of bioterrorism.

10. Have our Constitutional rights been violated as a result of terrorist threats?

11. According to the Constitution , does the government have the right to limit our civil liberties? Why?

You will be able to create public policy on topics like terrorism that will be useful to society. In addition, you will be asked to do an oral presentation involving bioterrorism and write a two page paper on this topic.
