Introduction

 

In response to the terrorist attack on the World Trade Center on September 11, 2001, President George Bush has signed an Executive Order appointing Pennsylvania Governor Tom Ridge as the Director of the newly created Office of Homeland Security.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The Homeland Security Council has been established with the purpose of advising the President regarding issues of homeland security. The Council has created six Sub-Committees (Detection, Preparation, Prevention, Protection, Response and Recovery) to oversee the implementation of policies designed to assure the safety and security of the citizens of the United States and the well-being of visitors to our nation.

 

 

Task

 

As members of the Forensic Science Sub-Committee on Protection and Prevention, in affiliation with the FBI, your objective is to use your expertise and experience in your discipline to develop a policy proposal for evaluation by a joint Congressional Hearing that addresses the implementation of security techniques and surveillance devices throughout the United States in a manner consistent with the responsibilities of the Office of Homeland Security as delineated by the Executive Order of The President of the United States .
