Joyce Zeno will try to decrease opposition to the policy by using the strategy of compromise. She recognizes James French's concern that teens may not be morally developed enough to make such mature decisions. She will propose creating an advisory board to review the decisions made by the court. This board would consist of herself, Mr. French, and members of the community who are interested and knowledgeable about the issue.
