Selecting a Player for Developing a Strategy


The first step in developing a strategy is to determine whether or not you want a policy implemented. You can make a decision on the basis of your own feelings about the policy or select a position based on other considerations. The exercises in this chapter require you to develop a strategy on behalf of one of the players in your Prince analysis from the Prince System section.

Select a player that has a firm issue position and high priority. Don't select a player unless it has a score of at least 3 on both factors. The reason for this is that players with scores of less than a 3 on issue position and priority are not likely to pursue a strategy since they themselves are open to changing their position and do not care enough to take a strong action.

Your selection of a player may also depend upon your knowledge of the player's power. Select a player with a significant amount of power because more strategies are likely to apply.
