Strategies for Achieving Strategy Goals

1. Add new players or delete existing players.

This strategy goal can radically alter the chances of a decision, but it is very difficult to implement. For any public policy issue, players in the game are not likely to leave. The exceptions are politicians who lose elections and individuals with health or personal problems. New players might be added as a result of elections, and campaigning actively for certain candidates would be a strategy to achieve that strategy goal. Adding new players can also be accomplished by creating new organizations. For example, various students who support a particular school policy change could establish a formal organization as a strategy.
