The major policy became known as feudalism.—the granting of fiefs (land) by the king to lords in exchange for political and military services

 

 

 

2.         What were the advantages of this policy (consider effectiveness, intended and unintended consequences, costs, enforcement, public acceptance):

 

Feudalism provided for military protection and for some of the basic government services on a decentralized basis.

 

 

 

3.         What were the disadvantages of this policy?  (consider effectiveness, intended and unintended consequences costs, enforcement, public acceptance):

 

The majority of people—serfs and slaves—had no social mobility and little freedom.  There was no strong central government to support the growth of culture or progress.

 

 

 

4.         Based on your evaluation of the advantages and disadvantages, should a different policy have been implemented?  Explain.

 

Europe had been so devastated from military invasions and ineffective kings that feudalism, according to some historians, evolved as the only political solution to provide basic protection.
