The Introduction

If you didn't have a phone or internet access, how would you communicate with someone across the United States?
Elicit Response:
"By writing a letter."

Since the beginning of the United States Postal Service (USPS) in 1775 mail has been sent and delivered from friends, family, businesses and the government. It started making a profit from its popularity in just 5 years. Today, mail is still sent to all types of people. The USPS is no longer making a profit from the stamps they sell. Due to this financial problem the Postmaster General is cutting mail delivery to five days a week instead of six and this has changed how much employees get paid.

This current event issue could impact how these letters get sent. Students will play an active role in helping the USPS decide what to do by completing this Web quest.

But first let us fill out the
KWL Chart and collaborate together as a class to see what we know about the USPS and the current debate.

The Task

The USPS is going to stop delivering 6 days per week and instead only deliver for 5 days per week.

You will use the available resources within this Web Quest to take 1 of the 4 perspectives:

·         Postmaster General

·         USPS Employee

·         Small Business Owner

·         Private Citizen

Within your perspective you will complete 2 tasks.

1.) Write an extended response to voice your concern or approval.

2.) Using the Public Policy Analyst   you will better understand and define this social problem and participate in developing public policy solutions based on it.

The Process

You will be put into groups of 2. Each group will have 2 individual and 1 collaborative role to complete. These are your responsibilities for your group.

  • Each student is responsible for researching background information.
  • Each student will write an individual essay from your given perspective.
  • Both students will create the Public Service Advertisement together.

Each group will be assigned a perspective to take on the issue.

  • Postmaster General
  • USPS Employee
  • Small Business Owner
  • Private Citizen

Research Information from Perspectives:

  • Use the resources in the RESOURCES section to gain background information.

Essay: Now that you have some information on how these cuts to the USPS will affect you (Your Perspective) write an extended response on how cutting delivery of mail to 5 days per week instead of 6 will affect you.

You must address the questions listed here for your perspective.

  • Postmaster General: What are your reasons for the cuts? Is it good or bad for future? Provide Data Collection and Analysis.
  • USPS Employee: How will this affect my pay and what I do at my job? Do you think it is good for you or bad? Provide Data Collection and Analysis.
  • Small Business Owner: How will this affect my business and ability to serve customers? Will this be good or bad for you? Provide Data Collection and Analysis.
  • Private Citizen: Will my letters and bills take longer to be delivered? Why do I have to pay more for stamps when I am getting less delivery days? Good or Bad for you?

Public Policy Analyst:

Now go to the following site to begin your PPA: http://www2.maxwell.syr.edu/plegal/ppae/ppae1.html

The Public Policy Analyst (PPA) is designed to help students to maximize their participation in government as responsible citizens. As a public policy analyst, you and your class will develop the following policy skills, learning how to:

  • Identify the nature of a social problem
  • Gather evidence to support the existence of the problem
  • Determine the causes and factors contributing to the problem
  • Evaluate the existing policy
  • Develop public policy alternatives
  • Determine the best public policy solution to the problem

In addition to policy skills, you will also be learning how to effectively use the Internet to gather information, engage in collaborative problem solving, and communicate with knowledgeable people regarding your public policy issue. As you complete your public policy analysis, there will be a variety of options for producing and displaying your final electronic portfolio. These technology skills will help you now as a student and after you graduate.

·       What other ways can we get involved to address this issue?

·       What other current event issues would you like to pursue?

Don't sit on the sidelines. Do your part as a citizen to vote, research issues and voice your opinions because you matter. You are not the only one that could be thinking about these issues.
