INTRODUCTION:

You have learned why children didn’t go to school all the time in a remote fishing village in Alaska in the early 1940’s in the novel “The Year of Miss Agnes.”  Because truancy exists in our schools today, our 5th grade class under the guidance of Dr. True N. Sea, has been selected by the Education Department in the City of Syracuse to display the effects of this growing problem in our public and parochial schools in an anti-truancy campaign. 

In this web quest you and your teammates will research and develop the effects that truancy has on education.  Your project could have one more person saying “COUNT ME IN!”

 

 

TASK: 

1.     You are to research the topic of Truancy using the Internet and other available sources from the school library.  Each member of your team will be responsible for a one page research paper.  As you conduct your research, look for many causes and effects of this ongoing problem.  Every group member must plan their research into a one page typed paper.  Your paper must include all the elements of the Public Policy Analyst described in the “process” section below.

 

2.     Each team will create a colorful attention-grabbing poster that expresses the consequences of truancy.  The poster must have illustrations, drawings, diagrams, charts, pictures, text and dialogue etc.  The poster will be used as a billboard in the elementary schools.  It will include all the elements of the Public Policy Analyst.

 

 

PROCESS:

 

1.         The team will be divided into groups of Four

2.         Each team member of the group will have a specific job

3.         The team will decide upon their roles from the list below

A.    Researcher:  The student will research the categories of the PPA through the use of the Internet and text research.  Using this research he/she must report back to the group the six-step PPA categories which will then be completed

 

B.     Public Policy Analyst (Note-Taker):  Getting input from the 4-member team he/she will compile the research and complete the writing of the six-step PPA worksheets using the links below. 

 

Step 1 Define the Problem

Step 2 Gather the Evidence

Step 3 Identify the Causes

Step 4 Evaluate an Existing Policy

Step 5 Develop Solutions

Step 6 Select the Best Solution (Feasibility vs. Effectiveness)

 

C.     This student will help to develop premise of the poster. 

 

D.    Poster Maker:  He/she will take the PPA steps and create an artistic well-thought out poster which displays truancy and its effects.  Use the heading Stop Truancy Now! You should use 3-4 inch lettering. Use rulers, markers, crayons or paints to create your poster. 

 

E.     Manager:  Keeping track of deadlines, arranging to have all the research material for the poster maker, proofreading the written material and the poster, and being in charge of presenting the findings to both Dr. True N. Sea and the class are the jobs of this team member.

Conclusion: 

You should have learned from this web quest that truancy has been labeled one of the top major problems in our country’s schools, negatively affecting our youth.  It is an obvious problem that needs to be addressed.  Kids can’t be good students if they are not in class.  Left abandoned, it is a risk factor linked to numerous unconstructive outlooks which affects the lives of children, parents and the community.  Based upon your research and the poster you created, you should now be able to utilize the PPA Policy to analyze affects to the problem of truancy and be able to create and analyze your own policies that might prevent or minimize the number of students who are truant.
