Estimate and provide justification for the issue position, power and priority for each player listed on Worksheet #11:

  
Name of Player One: Dr. Neil Cohen
Issue Position: +4 Dr. Neil Cohen feels that the Asthma Education Program would be a good way to combat the asthma problem in the Bronx.
Power: 4 His power is high because, as Commissioner of the Health Department he is in charge of administering the program.
Priority: 3 Although he is concerned with the asthma problem in the Bronx there are other health initiatives that take priority.
 
Name of Player Two: Herbert Berman
Issue Position: -4 Herbert Berman position is negative, as City Council Finance Chair he is concerned with other issues.
Power: 5 He has a lot of power because approves funding for the program.
Priority: 1 His priority is low because the Asthma Education Program is one of many programs he has to approve funding for.
 
Name of Player Three: Victor Robles
Issue Position: -3 He opposes this program because he is concerned with passing health programs that will get him re-elected.
Power: 5 His power is high he approves health programs on the City Council.
Priority: 2 His priority is 2 because the he is concerned with the asthma problem in the Bronx, but has many other health issues he has to deal with.
 
Name of Player Four: Joel Klein
Issue Position: +2 Joel Klein as head of the Department of Education is concerned with school absenteeism related to asthma.
Power: 4 As head of the Department of Education, Klein has authority and influence in local schools and the community and can affect the implementation of the Asthma Education Program.
Priority: 0 He has many other educational issues with which to deal on his job.
 
Name of Player Five: Lucille Swarns
Issue Position: +3 Lucille Swarns issue position is high because she witnesses firsthand the effects of asthma on student in the Bronx.
Power: 2 The implementation of the program depends on her cooperation as she is Superintendent of the Bronx Public Schools.
Priority: 1 SShe gives some priority to asthma and its effects on students, but also is concerned with other educational issues.
