The Adirondack Forest Preserve

Keeping it “Forever Wild”

Introduction

 

The Adirondack Park, located in northern New York State, is the largest protected area in the continental US.  At six million acres, it is larger than Yellowstone and Yosemite National Parks combined.  Known for its mountains, lakes, and rivers, the region is home to many northeastern wildlife species, and a variety of rare habitat types.  New York created the Adirondack State Park in 1892, and the park's public land is protected under the state constitution, to be "forever kept as wild forest land." 

Today, the park is characterized by an uncommon mosaic of public and private lands.  Just over half of the land in the park is privately owned, and the area has more than 130,000 full-time residents.  This land use structure makes the Adirondack Park one of the country's oldest experiments in conservation.

However, keeping the Adirondacks “forever wild” requires the collaboration of many conservation agencies, communities, tourist groups, sportsmen (hunters and fishers) and private land owners. These groups often come into serious conflict with one another. Strong ecological protection and conservation efforts have created tension between conservation and community interests because they feel restrictions and regulations imposed by public policy makers are unfair and are secondary to their interests.

 

 Your class group will be a conservation study group in a mock Town Hall meeting. Your job is to inform the private land owners, sportsmen organizations, tourism groups, businesses, and the community at large the importance of conservation of the Adirondack Forest Preserve. You must be prepared to document your position by addressing the issues concerning these issues.

 

 

 

 

 

 

 

 

 

 

Task

 

Your study group’s job is to present to all the interested groups in the Adirondack region a plan for continued conservation efforts. Your PowerPoint and oral presentation will explain how the policies you have researched will best serve the interests of all of the people in the area as well as those of the people of New York state in general.

 

 

       

 

 

 

 

 

 

 

 

 

Process

 

As a member of a Conservation Group or specific conservation program you will work with your team to thoroughly research the problem the conservation in the Adirondack Forest Preserve of which half is privately owned.

 

Each person on the team will have the responsibility of doing a portion of the research and presentation.

 

In addition, each team member will have a specialization as:

        Group Leader

        Scientist I

        Scientist II

        Creative/Graphic Artist

                            Lead Presenter                                    

    Each group will prepare a PowerPoint and oral presentation to the community.

             

The presentation must include:

        Your conservation group or programs mission

                ● Define a specific problem your group is working to remedy

                ● Address the issues concerning the community

Be prepared to debate the issues concerning the community and other groups represented at the Town Hall Meeting.

● Provide a feasible solution with maintenance requirements (monetary or otherwise)

        ● Outline of long-term plans for the future

            ● Presentation should contain 10 to 15 slides

            A 10-minute oral presentation to the community   

Your group must create educational bulletins presenting your organization. These must be designed to educate, inform and convince the community of your conservation mission.

          Essay

Each member of the group will be required to write a three page minimum essay explaining    the findings using the six-steps of the Public Policy Analyst format. This typed report is a separate assignment.

* The PowerPoint presentation must include ALL six-steps of the Public Policy Analyst.

 

 

You will follow the six steps of the Public Policy Analyst (PPA) to help you make your public policy recommendations at the town hall format. 

       

        1. Identifying the Problem, and  Worksheet #1

Define the problem that is being addressed.  What are the adverse effects of the problem.

 

        2. Gathering Evidence, and  Worksheet # 2

How do we know this is really a problem or that this “problem” really affects the community negatively.

 

3. Identify Causes of the problem, and  Worksheet # 3

What is the cause or why does this problem persists.

 

4. Evaluate the Policy, and  Worksheet #4

What policies already exist that address the problem.  What are the pros and cons of any existing policies.

       

        5. Develop a solution to the Problem, and Worksheet #5

What new public policy do you wish to create.

       

        6. Selecting the Best Solution, and  Worksheet #6

Decide with your group the best policy to use for the problem.  Make sure to discuss how your policy addresses deficits in existing policies and/or take advantage of what

        Conclusion

 

As a result of your research you will be able to identity the benefits of conservation for the community, business community, tourist groups, private land owners, hunting and fishing groups. Your group will have presented a well research PowerPoint presentation that educates and inspires all to reach out and lend a hand to bettering the Adirondack region.  The project has included immediate practices and a long-term plan. Finally, you and your group have developed educational materials for the community that outline short-term and long-term goals useful for all inhabitants.
