Teenagers Battle Asthma in New York

Introduction:  

Your best friend has just died of an asthma attack on 125th Street.  Your sister, along with other members of your family, has asthma. Asthma is prevalent in people living in upper Manhattan and the South Bronx, especially teens.  Why is the rate of asthma so high in these areas?  According to Representative Jose E. Serrano:

 

“The Bronx has, for too long, been dumped on with garbage from other boroughs, while Upper Manhattan has been saddled with high volumes of truck traffic from waste haulers bound for out-of-state disposal sites.”

Thousands of teenagers are dying from asthma which is a public problem that has not been addressed.  This is your chance to help your community as well as your family and friends.  Congressman Serrano has asked you to do research on the high rate of asthma in these areas.  You must come up with a public policy proposal that he can submit to the House of Representatives to be approved. You are researchers for the A. Philip Randolph Environmental Protection Club (EPC).  You will be conducting research on asthma and its causes.  Congressman Jose Serrano is impressed by the work your club has done so far to protect the environment in your school community and needs your help.  He must submit a public policy proposal to the House of Representatives to help stop pollution associated with asthma. Task:

          The proposal has to be submitted in Public Policy Analyst format.  You will use the Public Policy Analyst Website to complete your task.  The proposal should include statistics on teenagers with asthma in specific areas of New York City, and as many feasible solutions as possible to minimize the amount of pollution in these areas. You will submit a written report of 500-1000 words on the problem and your solutions

 

 

PROCESS:

You are working as a team to complete this task.  The class will be divided into groups.  Each member of your group will receive the same grade for the final proposal.  Each group will present their report to
Congressman Serrano for him to choose which one he will submit to the House of Representatives.

 

Below are the requirements for your final report:

Ø     The report must be 500-1000 words.

Ø     The report must be typed in Microsoft Word – double-spaced in 12- font.

Ø     The report should include the six steps of the Public Policy Analyst

Ø     You should include graphs, charts, pictures, and statistics to enhance your report.

All references must be cited.  Plagiarism will not be tolerated.

 

The class will be divided into groups of 4. You will be assigned a role to play by your teacher. The roles are described below:

 

Group Leader: You will be responsible for making sure that all of the team members carry out their jobs effectively and in a timely manner.  You will also be the presenter of the final report to Congressman Serrano.

 

Scientific Researcher: You, as well as your teammates, will research the disease “asthma” and some environmental causes of asthma.  As the scientific researcher, you will be responsible for compiling this information and writing it up.

 

Public Policy Analyst (PPA): You will be responsible for looking up existing public policies related to your topic and creating a public policy of your own.  This policy must be presented to and agreed upon by your teammates.

 

Graphic Artist :  You will be responsible for composing the final report with the necessary graphs, charts, pictures, data, and other graphic designs.

Conclusion:

Asthma remains a serious problem. It is to be hoped that as a result of your efforts, steps may be taken to further reduce student’s exposure to pollution. The information you have researched and the strength of your arguments may lead to the passage of new legislation. Let’s hope that students doing a research project on this topic in the future will study it as an historical event from the long lost past.
