The Facts of U.S. v. American Library Association:
 In April of 2001 the U.S. Congress passed the Children’s Internet Protection Act (CIPA). CIPA restricted federal funding to all public libraries and schools which did not have filtering software installed on all computers to block certain material from being accessed through the Internet.
