The Commissioner of Customs implemented a drug testing policy that made drug tests a condition of employment for positions involving drug interdiction or enforcement of drug related laws, or one requiring the carrying of firearms, or one that required access to classified material. A federal employees union challenged the policy in court on the ground that it violates the Fourth Amendment's guarantee of freedom from unreasonable searches and seizures.
