The Facts of Bethel v. Fraser:
In April 1983 at Bethel High School in Washington state, a student (Fraser) made a speech at an assembly in support of a candidate for student government. In his speech Fraser used a sexual metaphor which school officials found lewd and vulgar. A teacher observed students hooting and yelling and others simulating masturbation and sexual intercourse. The assembly concluded as scheduled without further incident. The next day the vice principal suspended Fraser, alleging his speech violated the school's Disruptive Conduct Rule.
