Defining the social problem
First, you
need to select a specific policy or social problem from a particular time period
in American history. If you studying
a specific policy, what problem did it try to solve or settle?
Here are some examples:
The Boston Tea Party (not a government policy
but a policy enacted by the patriots) was an
action to deal with the problem of the
colonists’ dissatisfaction with British rule.

The banking reform laws and the work
relief programs of the 1930’s attempted to deal with the social
problems of bank failures and high unemployment
during the Great Depression.

The Nineteenth Amendment (1919) that gave women
the right to vote dealt with the lack of women’s
rights.
