Introduction

The main purpose of legislatures is to make laws. Our national legislature, Congress, passes laws that govern the entire country. States also have legislatures that pass laws governing the people residing in each state. Counties, cities, towns and villages also have legislatures to enact local laws and ordinances.

Perhaps you have used our original Public Policy Analyst (PPA). The PPA is a six-step problem solving process. It begins with defining a social problem and leads to developing the best public policy solution to deal with that problem. Using the PPA, public policy solutions could be enacted by legislatures (legislative branch), the President or the governor or a regulatory body such as the Environmental Protection Agency (executive branch), or the courts (judicial branch).

Our Legislative Public Policy Analyst (LPPA),like the original PPA, also begins with defining a social problem. However, it should be a social problem that can be addressed by creating new legislation. Steps 2 and 3 of the LPPA, Gathering the Evidence and Identifying The Causes, are the same as in the original PPA. Steps 4—6 of the LPPA focus entirely on evaluating existing legislative solutions (step 4), developing new Legislative solutions (step 5) and selecting the best legislative solution (step 6).
